For example, the International Criminal Court (ICC) recently green-lighted an investigation into war crimes accusations leveled against U.S. forces in Afghanistan. The U.S. isn’t even a party to the ICC. The court has zero jurisdiction over America.

“This is a truly breathtaking action by an unaccountable political institution masquerading as a legal body,” Secretary of State Mike Pompeo told reporters. Faced with such brazen disregard for U.S. sovereignty, merely ignoring the ICC is insufficient. It is time for the U.S. to go the offensive.

If the U.S. does not pay attention and fight back, the ICC will not be the last international organization that our foes weaponized to use against us.

China’s behavior in this regard has become quite egregious. Beijing is pressing numerous international organizations to hire thousands of Chinese citizens.

The Chinese Communist Party (CCP) wants to riddle organizations with operatives loyal to the party. There is no end to the mischief that the CCP can accomplish by hijacking international organizations.

Recently, it used its influence in the World Health Organization not only to hide China’s mismanagement of the response to the coronavirus, but to browbeat international officials into abetting the cover-up.

China also tried to press its candidate as the head of World Intellectual Property Organization ? while being the world’s leader in stealing intellectual property.

Shrewd and powerful offensives targeted on key international organizations now would both mark U.S. global leadership for a second century and tip the great power competition more in our favor.

예를 들어 국제형사재판소는 아프가니스탄 주둔 미군을 겨냥한 전쟁범죄 혐의에 대한 조사에 최근 청신호를 올렸다. 미국은 국제형사재판소의 가입국도 아니다. 국제형사재판소는 미국에 대해 아무런 관할권도 없다.

마이크 폼페이오 미 국무장관은 “이는 사법기구로 위장한 채 아무런 책임도 지지 않는 정치단체의 황당한 조치”라고 기자들에게 말했다. 미국의 주권을 그처럼 노골적으로 멸시하는 상황에 직면하여 단순히 이 재판소를 무시하는 것으로는 불충분하다. 미국이 공세로 나갈 때가 되었다.

만약 미국이 주의를 기울이지 않고 반격에 나서지 않을 경우 국제형사재판소는, 미국의 적들이 미국을 적으로 삼고 무기화하는 마지막 국제기구가 되지 않을 것이다.

이런 면에서 중국의 행태가 지독하게 나빠지고 있다. 베이징은 수천 명의 중국 시민들을 채용하라고 다수의 국제기구에 압력을 가하고 있다.

중국 공산당은 자기네에게 충성하는 공작원들로 국제기구들을 가득 채우기를 원한다. 중국 공산당이 여러 국제기구를 장악하여 성사시킬 수 있는 나쁜 짓에는 끝이 없다.

베이징은 코로나바이러스 대응의 관리 부실을 감추는 것뿐만 아니라 은폐를 사주하기 위해 국제 관리들을 협박할 목적으로 세계보건기구 안에서 자국의 영향력을 행사했다.

또한 중국은 지식재산 절도의 세계적 선두주자이면서 세계지식재산기구의 수장 자리에 자국의 후보를 밀어 넣으려고 애를 쓰기도 했다.

지금 주요 국제기구들을 표적으로 삼아 기민하고 강력한 일련의 공세를 펴는 것은, 두 번째 세기를 위한 미국의 세계적 지도력을 나타내는 한편 초강대국 간의 경쟁이 미국에 더욱 유리하게 기울어지도록 할 것이다.
