【서울=뉴시스】오애리 기자 = 존 볼턴 미국 백악관 국가안보보좌관과 마이크 폼페이오 국무장관 간에 갈등이 갈수록 고조되고 있다는 관측이 나왔다. 북한, 이란, 베네수엘라 등에 대한 대응 방향은 물론이고 개인적인 업무스타일 면에서도 두 사람 간에 충돌과 신경전이 상당하다는 것이다. 특히 폼페이오 장관은 볼턴 보좌관이 월권해 자신의 영역을 침범하고 있다고 생각하는 것으로 알려졌다.

CNN은 22일(현지시간) 다수의 소식통을 인용해 볼턴이 국가안보보좌관으로서 기존 역할을 넘어서서, 미국 외교정책 최고 책임자인 폼페이오 장관과 충돌하고 있다고 보도했다.

한 소식통은 CNN에 "존 볼턴이 국무장관 노릇을 하고 있다(John Bolton is playing secretary of state)"면서, 볼턴 보좌관이 트위터 등을 통해 각종 국제적 갈등 및 분쟁에 대해 자신의 의견을 지나치게 적극적으로 나타내고 있는데 대해 우려를 제기했다.

물론 두 사람은 공통점도 있다. 볼턴과 폼페이오는 모두 외교정책에 있어 '매파'로 분류된다. 이란 핵협정에 비판적이고, 러시아와 중국은 물론 때론 미국의 전통적인 동맹국들에 대해서도 강경 자세를 취하고 있다.

그럼에도 불구하고 두 사람 사이에서 일하는 방식을 두고 상호 적대감이 고조되고 있다고 소식통들은 전했다.

폼페이오 장관은 공식적 발언에 조심스러우며 컨센서스를 구축하기 위해 좀더 외교적 노력을 기울이는 스타일인 반면, 볼턴은 방송과 트위터를 통해 적극적으로 발언하며 논쟁의 전면에 나서는 스타일이다. 볼턴은 또 어떤 결정을 내리는데 있어 막후 접근 방식을 선호하는 편이다.

백악관 국가안보보좌관은 안보 관련 정부 부처간 견해를 조율해 대통령의 판단을 보좌하는 자리이다 .그런데 볼턴은 폼페이오 장관 등 다른 각료들과 의견이 다를 경우 절차를 무시하고 자신의 생각을 밀어부친다는 것이다.

소식통들은 볼턴이 국가안보 보좌관에 취임한 이후 기관장들 간의 회의가 이전보다 적게 열리고 있다고 전했다. 볼턴은 트럼프 대통령 등 소수인원이 참석하는 자리를 더 선호한다. 그 덕분에 NSC가 전임자인 허버트 맥매스터 보좌관 때보다는 더 효율적으로 돌아가는 면이 있는 것도 사실이다. 하지만 어떤 사안에 대한 다른 의견이 대통령에게 전달되지 못하고 차단되고 있다고 한다.

CNN에 따르면, 폼페이오 장관은 볼턴이 대북협상 책임자인 자신을 건너뛰어 중앙정보국(CIA)에 직접 북한 문제와 관련된 질문 리스트를 보낸 일을 두고 대노한 적이 있다. 이후 CIA는 폼페이오는 물론이고 볼턴에게도 북한 관련 정보를 똑같이 보고하고 있다고 소식통은 CNN에 전했다.

볼턴은 CIA 본부를 직접 찾아가서 회의를 열기도 하는데, 이는 민감한 정보를 다뤄야하기 때문이 아니라 폼페이오 국무장관 및 NSC 내에서 자신과 다른 견해를 가진 사람들을 따돌리기 위해서라고 한다.

물론 두 사람은 서로 사이가 좋지 않다는 설을 공개적으론 부인하고 있다. 폼페이오 장관은 지난 21일 한 인터뷰에서 "우리 사이에 차이점은 없다. (불화설은)만들어 낸 이야기이다. 우리는 대통령에게 옳은 답을 제시하기 위해 노력하고 있다"고 말했다. 모건 오타거스 국무부 대변인 역시 "행정부는 정책에 있어 통합돼있다"고 CNN에 말했다.

That includes Pompeo, who often rolls his eyes when asked about Bolton, according to a person close to him. That same person tells CNN that even though Bolton sees Trump more often, Pompeo believes he has a closer relationship with the President. The two have lunch once a week and talk every day.

Pompeo also sees himself as more deft and diplomatic than Bolton, and ultimately more effective at channeling what the President wants to accomplish.

There have been meetings where Trump has snapped at Bolton in front of foreign officials, and turned to Pompeo for advice, according to a person who was present. But Trump will also look to Bolton instead of Pompeo in certain instances, such as Cuba, to take the lead on efforts and policy making, says another source familiar with those discussions.

Pompeo, after just over a year as secretary of state, has taken the lead for Trump on multiple foreign policy fronts. Most prominently, he has served as the chief negotiator with the North Koreans, developing a strategy that, while so far fruitless, did get Kim Jong Un to the negotiating table. Pompeo has also had to manage the relationship with European allies, especially amid the Trump administration pulling out of the Iran deal.

Pompeo has also been a key player in advocating for a tougher approach to China, beyond the ongoing trade negotiations. He has warned of Chinese investment worldwide ? from Latin America to the Arctic ? and cautioned world leaders from accepting Chinese investments.

With Pompeo playing such an active role on the international scene, Bolton allies tell CNN there is broad frustration over what some perceive to be Pompeo's attempts to use his current job as a platform to further his future political ambitions. It also leads to questions about Pompeo's motivation on certain policies and trips, administration officials say.

For example, as one administration official points out, while Bolton was busy back in Washington working on the details of the administration's Iran policy last month, Pompeo was meeting with members of the Iranian diaspora in Texas, speaking at Texas A&M University and visiting the George H.W. Bush library.

Bolton's Hill strategy

Bolton also appears to have a more active presence on the Hill. While Pompeo has often clashed publicly with congressional lawmakers during hearings on Capitol Hill, congressional sources say that Bolton is widely viewed as a seasoned operator adept at finding ways to use Congress to his advantage. He will reach out to certain lawmakers individually if he believes they share the same views or he thinks they can be turned into a useful ally.

Current and former administration officials say that Bolton often sends his staff to Capitol Hill to brief congressional staffers before members are scheduled to meet with Trump, to try and get in their head about something that he is advocating for.

According to one Democratic congressional staffer who has dealt with him, Bolton's methods are a function of how long he's been preparing to have this job.

"His life goal, as I understand it, was to have this position. And he's worked many years to get here and by no means is going to let go of it easily," said the congressional staffer, before adding, "Bolton is not the most Trump-esque player but he knows how to camouflage himself in that world."

While Bolton and Pompeo are typically aligned on policy decisions, the way in which the administration has reached those decisions and executed the policies has been a key source of tension between the two men, sources say.

On Venezuela for example, sources tell CNN that while Pompeo recommended a more cautious approach, Bolton kept pushing the administration into publicly supporting Juan Gerardo Guaido, President of the National Assembly of Venezuela who is contesting the leadership of Venezuelan President Nicholas Maduro.

Though he agreed with the position, Pompeo argued that the administration wasn't ready to "pull the trigger," on the decision and actually back up its support of Guaido before the administration had more information the effort would be successful.

Ultimately, Bolton won out and has now "backed the President into a corner," in the view of one source, because the administration has now assessed that Guaido likely won't be in power anytime soon.

As a result, the source described Venezuela -- recently a top priority for the administration -- as moving far down the priority list for the administration.

The tension between Bolton and Pompeo is likely exacerbated by Trump's erratic behavior and lack of foreign policy experience, says the person close to Bolton. "Whatever is going on between Pompeo and Bolton, the problem is that at the center you don't have a normal president..... At the center you don't have a solid thing holding it together. You have this strange and unpredictable creature."

The true test of their relationship could come in the event that an international crisis breaks out, either in the Middle East or over the situation in Venezuela.

"Luckily we haven't had a crisis yet," this person says. "So the question remains how could this work in a real crisis."
