유튜브 프리미엄 서비스 무료체험 후 유료로 자동 전환되는 구글 정책에 대해 방송통신위원회가 시정조치와 함께 과징금 8억6700만원을 부과했다.

South Korea has slapped an 867 million won ($743,249) fine on Google as its YouTube Premium service to charge users without proper consent after a free one-month trial violates the local telecommunications law.

방통위는 유튜브 앱 설치 후 최초 실행 시 1개월 무료체험 팝업창이 나타나고 이를 클릭하면 무료체험이 아닌 유료 서비스 가입 절차가 진행된다고 지적했다. 무료체험임에도 구매를 완료하도록 하고 이 과정에서 계약 체결이 일방적으로 이뤄진다고 판단한 것이다. 특히 무료체험 기간 종료 후 유료 서비스로 전환될 때 사전 통지가 없거나 통지하더라도 등록해 놓은 이메일 주소로 일방 통보하는 데 그쳤고, 결제금액과 시기•방법도 적시하지 않은 점이 지적됐다. 또 서비스 이용요금과 해지 제한, 일할환불 불가 정책, 유료결제 후 청약 철회가 불가능하다는 중요한 규정도 별도 고지 없이 이뤄지고 있었다.

The Korea Communications Commission announced Thursday the contract for YouTube Premium designed to remove all ads from videos subscribers watch is unfair and unilateral, while users are not properly notified that the free trial service will be automatically converted to a paid service, with no information about the cost, due date and payment method. 청약 철회는 7일 이내에 이뤄져야 하지만 무료체험 기간이 1개월이기 때문에 유료 전환 후에는 이미 청약 철회가 불가능하다고 알리지 않은 점은 물론 이에 따른 해지•환불정책 역시 문제가 있다는 판단이다.

To get a refund for their advance payment, YouTube Premium subscribers are required to cancel subscription within seven days of service under the current contract terms. But the one-month free trial can mislead users to believe that it is okay to ask for cancellation for the entire month, it added.

유튜브 프리미엄은 월 8690원에 광고없이 동영상을 감상할 수 있도록 하는 유료 서비스다.

YouTube Premium service allows users to enjoy ad-free videos and content downloads at 8,690 won a month including tax.

방통위에 따르면 유튜브 프리미엄을 처음 이용한 무료체험 가입자는 254만명으로 이 중 45%가 넘는 116만여 명이 유료 서비스로 자동 전환된 것으로 나타났다. 또 유료결제 피해를 본 이용자 중 8.9%인 9만8083명이 환불을 요청했다.

A total of 2.54 million users signed up for the free trial service, and 1.16 million of them subscribed to the paid service in the following month due to automatic conversion. About 8.9 percent of the paid service subscribers asked for a refund, according to the KCC.
