When the dangers inherent in the emergence of the COVID-19 or coronavirus sank in, the WHO sprang into action, convening an emergency meeting attended by health professionals from around the world ? with the exception of Taiwan.
More than a million Taiwanese were in China at the end of the year. They’ve had a hard time getting home and Taiwanese officials believe their citizens stranded in China aren’t getting the treatment they need.
Their pleas for transparency and offers to help, however, are ignored by Communist authorities seemingly more interested in their political position than the health of people they claim to care about so much.
The world had mostly forgotten China’s lack of transparency and willingness to fully cooperate with the effort to defeat the SARS epidemic, but if the current coronavirus proves itself as dangerous as some suspect, no one is likely to forget or forgive a nation that doesn’t put politics aside to save lives.
SARS was a coronavirus, too, but a seemingly weaker cousin of the current virus. Minimizing its impact will require a politics-free international response.
If China wants to be remembered as part of that response Beijing should let the world know that to that end it will no longer object to Taiwan’s membership in the WHO regardless of two nations’ continuing political differences ? and if it won’t, the rest of the world should ignore China’s objections.

사스 공포가 고조되고 있던 2003년에 벌어진 사태의 추이를 지켜보았던 사람은 누구나 지난 두서너 달 동안 일어난 일련의 사태가 훨씬 치명적인 각종 결과를 초래할 가능성이 있는, 언젠가 본 것을 ‘모두 다시 보는 듯한 기시착각’을 느낄 것이다.
코로나19 발생에 내재한 여러 가지 위험요인이 피해지역에 침투하고 있을 때 세계보건기구(WHO)는 즉각 행동에 나서 대만을 제외한 전 세계의 보건 전문가들이 참석한 비상회의를 소집했다.
대만 주민 100만명 이상이 연말에 중국에 체류 중이었다. 그들은 귀국하는 데 애를 먹었고 대만정부 관리들은 중국에서 발이 묶였던 자국 시민들이 필요한 치료를 받지 못했던 것으로 생각한다.
그러나 대만 관리들의 투명성 요청과 지원 제안은, 자기네가 그토록 잘 보살핀다고 주장하는 국민의 건강보다는 자기네 정치적 입장에 관심이 더 큰 것으로 보이는 중국 공산당 책임자들로부터 무시를 당하고 있다.
사스 전염의 퇴치를 위한 노력에 전폭적으로 협력하려는 의지와 투명성을 중국이 보여주지 않았던 사실을 세계는 대부분 잊었다. 그러나 일부 사람들이 의심하는 것처럼 만약에 현재의 코로나19가 위험한 질병인 것으로 판명될 경우 그 누구도 인명구조를 위해 정치를 제쳐두지 않는 나라를 잊거나 용서할 가능성은 없다.
사스 역시 코로나바이러스였으나 현재의 바이러스보다는 위력이 약한 유사변종으로 보인다. 이 바이러스의 충격을 최소화하는 데는 정치가 배제된 국제적 대응이 필요할 것이다.
만약에 중국이 그런 대응의 일부로 기억되기를 원한다면 베이징은 그런 목적을 위해서 자기네가 양국의 계속되는 각종 정치적 차이점과 상관없이 대만의 WHO 회원 가입에 더 이상 반대하지 않으리란 것을 전 세계에 알릴 필요가 있다. 만약 베이징이 그렇게 하지 않을 경우 여타 세계는 중국의 계속되는 거부행위를 무시해야 한다.
