Kim Jong-il's Secret Document

In 2005, the Six-Party Talks on North Korea's nuclear issue were held three times in Beijing, China, in July, September, and November.

During the fourth round of talks in September, the historic September 19 Joint Statement was adopted.

The main point of the agreement was to guarantee the security of North Korea's regime and provide economic assistance in exchange for abandoning its nuclear weapons.

"This round of Six-Party Talks in Beijing is a historic achievement where our people have chosen peace and brought it to a resolution through the talks, standing at the crossroads of peace or crisis. It is a victory for South Korean diplomacy."

On July 6, 2005, twenty days before the fourth round of the Six-Party Talks, a document, believed to be a handwritten secret directive by North Korea's Leader Kim Jong-il, was sent to their State Security Department.

Kim Jong-il's handwritten directive is a document compiled from reports submitted by different departments, which Kim himself wrote on directly.

The document states: "We must proceed with the Six-Party Talks to create time to overcome the current crisis and achieve our desired goals by utilizing the participating nations."

Another top-secret document, supposedly written on the 12th of the following month, right after the adoption of the September 19 Joint Statement.

It says, 'Kim Jong-il's conversation with officials from the National Defense Commission, the Ministry of Foreign Affairs, and the Ministry of State Security.'

"If we listen to the advice of others at the six-party talks and do as they say, we will be disarmed by the United States and the great powers. It could become like Iraq.

" By referring to the "US and the great powers" as the targets of caution, Which included China and Russia.He also warned, "There is no need to give up nuclear weapons first according to the US's demands.

If we dance to their tune, we could end up getting naked." It means becoming vulnerable.

"(9.19 Joint Statement) The only thing that is needed is a hasty diplomatic blunder because there are people who take the strategy toward North Korea and North Korea's demands too lightly."

The documents show that "North Korea's participation in the Six-Party Talks and the September 19 Joint Statement were nothing more than a show for neighboring countries, and North Korea had no intention of giving up nuclear weapons."
